Yes, that's the deal signed last week.

The Susie-Q conjecture is interesting, but the scene is so much different
now. Back in Susie's stack days, she was the Conrail monopoly breaker. There
clearly is not enough east-west traffic to fill CP, NS and CSX to the limit.
I doubt there's a need for an "alphabet route" again.

Plus, the traffic NS is talking about moving via the D&H is primarily bound
to Canada via Buffalo. It's northwest-southeast/east traffic. It's traffic
CP may be a in a position to siphon.

You might see Susie-Q's Syracuse line act up if NS can convince CN to turn
over the traffic that runs via Massena and Selkirk to them. Or to change the
interchange of the current Buffalo traffic to Syracuse.

One final bit of total conjecture: New York City has essentially blocked any
effort to run freight, even RoadRailers, through Penn Station. The D&H
trackage rights deal essentially extends the NS's Shenandoah Line from
Harrisburg all the way to Mickeyville and the Guilford. So, perhaps the
first new service we may see is the horsey's RoadRailers linking Albany and
Boston with Atlanta? Makes sense. Boston is still stack-challenged in many
places.

The other benefit? CSX's route to Boston from the south isn't much shorter
and it has to deal with North Jersey congestion. NS can glide through
Harrisburg and never have their Boston traffic touch Conrail Shared Assets
rails. NS might be able to make a play against I-95 in this service lane
(which I do think will be extended to Montreal ASAP).

The other thing to remember is that for all their be-atch-in' and cryin',
Guilford conned the government into rebuilding their freight mains between
Mechanicville - Hoosick Junction and Woburn - Portland, ME for Amtrak. It's
a pretty good line all the way into paper country. Kaolin, anybody?

This is a lot of information about non-EL lines, I know. But whatever
happens, we know the DL&W will be in the center of it for 60 odd miles!
