between Port Jervis and Binghamton, including possible removal of signals, and 
possible removal of the 2nd track from Deposit to just west of Starrucca

SOUTHERN TIER LINE LEASE:
    Effective Friday, December 31st, 2004, the Central New York Railroad
Company will begin leasing Norfolk Southern's Southern Tier Line between
milepost 89.9 in Port Jervis, NY and milepost 213.0 in Binghamton, NY. It
will also be responsible for all physical plant maintenance. The Central New
York Railroad Company will provide all local freight service, while Norfolk
Southern will retain overhead trackage rights. The NYS&W will continue to
retain its prior trackage rights. Norfolk Southern is also allowing the
Central New York Railroad to remove the wayside signals, contingent upon
Federal Railroad Administration approval. Additionally, Norfolk Southern
will allow the Central New York Railroad to remove the second main track,
between mileposts 178 and 190. The Central New York will also establish an
interchange with Norfolk Southern at Binghamton, NY. The railroad's
president is Gerard McKenna .
