More correspondence regarding the transportation of subway cars by the DL&W.
This correspondence is from a subject file kept by E.B. Moffat, General
Superintendent of the DL&W.  Initially the file dealt only with the movement
of subway cars from ACF in Berwick, but in this correspondence the railroad
is transporting Pullman Company built subway cars from Chicago via the NKP
(Chicago to Buffalo) using their four modified gondolas.  In addition the
PRR and Erie are inquiring about using the DL&Ws gons.

The contents of the folder is being transcribed by Brad Schaffer. Currently
a little over half of the folder is transcribed.  More will follow.

movement of articulated five-unit trains from St.Louis for the Brooklyn
Manhattan Transit Co., and 150 single-unit subway cars from Chicago for the
Independent Subway System, New York.

With regard to cars from Chicago, we have been advised we are to handle the
February shipment (consisting of two 12-car units) and routing has been
specified via DL&W at Buffalo.

We presume there will be no question as to the use of two your special
equipped gondolas for handling these shipments.

Your letter of December 11th, file 14w35, advising that twenty-five
additional subway cars will be ready for movement from Berwick, Pa. on
December 18th.

The two special equipped gondola cars used in the recent movement of 20
subway cars have been returned to Berwick and are now at the latter point so
there will be no trouble in so far as the handling of cars on December 18th.

Have also arranged with our people for the floating of these cars to 207th
St. in accordance with the second paragraph of your letter.

Replying to your letter December 10, file C-1007, with regard to movement of
subway cars from the Pullman Company, Chicago, for the Brooklyn Manhattan
Transit Co.

I note the Febry. Shipment from Chicago consisting of two 12-car units is to
be routed via the Nickel Plate – DL&W and we should be able to furnish two
of our special coupler gondola cars to protect this movement.

It is not clear to me why this shipment should move in two twelve-car units
instead of one 25-car unit.  It has been the practice on our line to handle
these cars in 20 and 25 car units.  Will you please advise on this feature.

Mr. E.B.Moffatt:

At 9:27 yesterday morning, we wired you an urgent message relative the
handling of the subway cars and asked for an immediate reply, as this
information was desired by the Pullman Company by 12:30 PM.  At 12:25, not
having heard from you, we called your office on long distance telephone (at
expense of $3.50) and promptly received the information required.  Also your
Mr. Scanlon advised me on the ‘phone that he had sent out the reply to my
message at about 11:00 o’clock.

We received your message at 1:44 and the Western Union advised it was not
filed until 1:40, which would be about a half hour after I talked to your
Mr. Scanlon on the ‘phone.

It is regretted that in an emergency of this kind we could not have received
a prompt reply so that we could go along about our business, instead of
waiting for hours like we had to yesterday morning.

Dear Sir:

I am in receipt of your letter December 18 with regard to information
desired by the Pullman Company by 12:30 PM December 17 concerning the
movement of subway cars to New York.

In looking over the file I find that while you state you sent Western Union
message from Chicago at 9:27 AM, it was not received in the Western Union
office at Scranton until 11:05 AM and probably reached my office about 11:15
AM.  A reply was dictated shortly thereafter.  When Mr. Scanlon talked to
you by telephone his recollection was that although the answer had been made
the message was not actually delivered to the Western Union until 1:00 PM
(not 1:40PM as stated).

It is our desire, of course, to furnish you with information you require as
promptly as possible and I am frank to say that I consider that when you
receive a reply at 1:44 PM to a telegram received in this office at about
11:15 AM, I cannot see much cause for complaint.  Of course, if the Pullman
Company wanted this information by 12:30 PM, every effort should have been
made to comply with their request.  However, inasmuch as the cars were not
ready for shipment, if I understand the situation correctly, the difference
of approximately one hour should not have been material.

Concerning the movement of trains of subway cars on their own wheels,
requiring the use of idler cars equipped special Westinghouse couplers to
handle, of which we have four cars.

Have request from Manager Freight Transportation Metzman (New York Central)
for the use of two these cars for handling subway cars from Pullman Co.,
Chicago around the middle of January to New York City via that line; also
similar request from Chief Trans. Rill of the PRR for use around February
1st; also, note you received copy of letter written by General
Superintendent Moffatt to Supt. Trans. Collie of the Nickel Plate,
concerning the use of these cars out of Chicago, Pullman Co. with subway
cars for Brooklyn, Manhattan Transit Co. via NKP-DL&W.

At present these cars are all at Berwick, the AC&F requested the extra set
of cars for handling subway cars around the plant while the other two are in
use handling trains to Hoboken.

Please advise what reply should be made to inquiries above.

equipment for handling subway cars from the Pullman Company at Chicago, at a
rental of $5.00 per car per day.  Their Transportation Department will

interfere with the movement of cars, which are to be routed via our line by
the Pullman Company.

Hoboken account Brooklyn-Manhattan Transit Co. via NKP and DL&W.  However,
there is another movement from Pullman, Chicago, to New York, and we have
been requested by Erie, PRR and NYC for use of these two idlers.

Will the movement of the Brooklyn cars permit this.

Mr. J.J.Byrne:

Mr. Thayer is crowding us for some word that it will be in order to loan the
two idler cars to the New York Central, Erie and Pennsylvania for the
handling of subway cars from Pullman.  I have insisted right along that we
get our allotment before loaning them to our competitors.

We are now lined up to handle the first two trains.  I am not satisfied that
this is a proper division, taking into account that we have the equipment to
handle.  Mr. Morrison’s hands seem to be more or less tied in this matter,
and when I talk to him am unable to get an entirely satisfactory lineup as
to just what his plans are.  He is apparently crowding the New York Central,
Erie and Pennsylvania for cars and they in turn are coming to us.

Believe you are going to give the matter some consideration Monday morning
and will await your advice before making any further move.

I have the following Western Union telegram from Superintendent Johnston of
the Erie Railroad, under date of January 11:

“Our Mr. White has correspondence with Mr. Ray regarding use your specially
equipped cars for moving subway cars.  We anticipate will need two cars
within next few days.  Where can you deliver them and how much advance
notice will be required.  Now understand we will need two cars about
February fifth to tenth.  Can you advise concerning question raised our wire
above quoted.”

I understand that Mr. Byrne returned from Chicago Saturday, arriving Hoboken
on train No.6 and that he has the latest information with respect to future
movements of the subway cars from Chicago and St Louis.  If we do not
require these special coupler gondolas for our own use after the movement of
the two trains which have been definitely routed our way, and one of which,
I understand, will leave Chicago tomorrow, I assume it will be in order to
loan them to the Erie at the prescribed rate of $5.00 per day, mentioned in
your memorandum December 27.

Please advise if we may notify Mr. Johnston accordingly.

In this connection, I also desire to call your attention to the fact that we
have had several requests from the N.Y.C. and P.R.R. for the use of the
specially equipped gondolas, but not definite answers have been made as to
our ability to furnish them as we have been awaiting some definite
information as to possibility of further movements over our line.

Two of the cars are now at the plant of the American Car and Foundry
Company, Berwick, from which point we expect a shipment of subway cars to
move tomorrow.

Herewith letter from the Pullman Railroad Company dated January 10th, in
reference to shipment of twelve (12) subway cars via our line.

Please issue instructions for our people to be on the lookout for this
movement and handle promptly and carefully when received.

Before taking advantage of the maximum speed of 35 miles per hour our
Mechanical Department should make a very careful examination of this
equipment when delivered to us at Buffalo and determine what the safe
maximum speed will be on our railroad.

Also, see that our people at Hoboken are instructed to float promptly.

The Nickel Plate will run these cars about twenty-five miles an hour to
Buffalo and make complete inspection at every division point.  The Pullman
Company and the electrical company furnishing the motors have inspectors
with the train.

one I am giving below is subject to change.  Present schedule is-

February 17  28 cars (require 4 service cars)
March 2        20 cars
            17     25 cars
April 7          20 cars
         21        20 cars
May 5           20 cars
19	22 cars

that it will not be necessary for them to report per diem to us on DL&W
gonds 60768 and 60793.

We are willing to waive the per diem in accordance with request of the
Pullman Railroad Co.

Special train of subway cars called to leave NKP Jct. about 230 PM today for
Hoboken with engine 1124, which we understand, is equipped to take this
train through to Scranton.  Maximum speed our line to be 25 miles per hour
subject to further restrictions and instructions as may be issued by
traveling Air Brake instructor who will accompany train.  Chief Dispatcher
Scranton will instruct Elmira Yard as to crew to be used on this train east
from Elmira.
