By "good" diesels, I think he means mechanically-speaking. Most of the EL SD45s were quickly moved over to the PRR side after Conrail started. EL's maintenance had fallen pretty badly by the time CR came about (due to finances), but PC's was absolutely atrocious. The EL's units were the far lesser of "two evils."
