This is a great shot for diesel detail nuts! :)

Yes, that plate is an example of "budget winterization" - many roads in
cold climates welded temporary plates over part of their Geeps' air
intakes. Several EL units had these, but since these were temporary (and
only in the winter months), it's hard to pinpoint which units had them
and at which times.
