Binghampton_NY_3_0001.jpg  (image/jpeg, 800x509 302991 bytes, BF: 1.34 ppb)

This photo was taken  by Neil Compton in September of 1968.  Anyone have any
idea what this  was about?  BY this time I didn't think there were any head
end cars  added or taken off of any passenger trains.  So what was going  on
here?
