I think the real issue is as Steve pointed out. GM was getting 3% of
their steel from here, 3% from there, and 3 % from somewhere else. Most likely
EL wanted 100% commitment from RISCO at Warren or Cleveland in order to
purchase and/or assign coil gons to the service and GM would not do that.
Big companies like to keep supplies coming from several sources. It keeps
the prices competitive (read low) and the supply is not disrupted in the
event of a derailment, work stoppage or other issue.
Making a run-around move at SN Jct was not an issue. It was done twice a
day at least with trains 61 and 62. It could be easily accomplished in 30
minutes more or less.
