The point of the rider car was to provide the tailend crew with heat and comfort at the end of a passenger train in which not all cars could be counted on to carry steam heat -- hence the stove; hence the stove pipe.

Rider cars were not used for passengers.  They were usually assigned  to  Trains #3 and #4.
