So are 60+ other railroads. They had to draw the line somewhere, I suppose
(and the EL scheme is awfully close to the DL&W passenger scheme, is it
not?)

Note they're not doing other popular schemes (PRR Brunswick Green, etc.)

People can grouse all they want, but let's face it, it IS Norfolk Southern's
decision, and you should respect that.
