Yes, I'm sure that is the plan, but that would probably mean the end of  
serving the plant by rail, no?

As  of  this time they still are, but probably not for long. The state of  
NJ
has  been challenging PA about the emissions from the plant and it  won't be
long  before coal will be out of the picture, as the plant  says they don't
have  the money to make the necessary  upgrades.
