Good question. The only real example we have of this on the EL is the
rebuilding of RS3m (note they referred to it as "m", not "H" :) 1060. It was
kept in the RS3 number series.

Of course, I think it also had the same (or similar) 1500 horsepower, so
they might have chosen to leave it in that slot.

Not sure how they'd handle rebuilds, but I would lean towards the 3000 and
2300 series (GP39-2's are 2300 hp from a 12-cylinder prime mover). Or, since
you might assume the EL did get those GE U23B's, the 2350 series? :)
