Well, from the shot. You can see the locomotive is in
full reverse from the valve gear setting as well as
the locomotive is in reverse direction to the
locomotive leading it. The throttle is in from the
egineers arm position and from the excessive lay to
the smoke coming out of the stack.

Now all the rest of this is assumption here. Either
the locomotive is going to double head in reverse  (
which was fairly frequent as steam locomotives work
just as well forwards or reverse) for a length or time
and then cut out. Usually this was done when there was
a ruling grade and they needed help to get over and
they were power short for the line ups. They would get
them over the grade cut out the locomotive and send it
back light   so it would be facing the direction it
needed to go of it's assignment.

More likely, was that it was being led by the power
for that train  where out passed the leads for the
terminal or crossovers to a different out bound track
where it was allowed to escape to where it needed to
get to. This was a very frequent occurance.
