Bob -- 

Scranton is planning a new Intermodal Terminal by the State Office Building
that will include facilities for Intercity and Local Buses and a new
railroad station.

The provisions for the rail passenger station are being put in on the "Build
it and They [trains] Will Come" theory.

As for track facilities, AFAIK, everything from Bridge 60 east -- plus lots
of other trackage and right of way are owned by the local counties -- so
that gives some flexibility.

As Rick has pointed out, the city has grown a bit and the local government 
seems to have more on the ball these days than they have in recent memory. 
Most of the phony "growth initiatives" that tarred the economy for so many 
years have been replaced by real planning for the future. They're even 
talking DLRT to Wilkes Barre!
