Right on I-80 where it is today. Cut off freight was rerouted Erie's Southern Tier (Graham Line) as today.

Jerome, NJT in the EA states the position on freight. READ IT
On page 23 of the EA it gives the following reasons
1. Line is not connected to the "freight network" in NJ. With all major
freight traffic going up the river line or out the lehigh valley line
2. Too many commuter trains east of Port Morris
3. Grades too steep in the Poconos
4. Clearance issues due to wires
5. Weight limitations imposed by NJT(I didn't know this even)...apparently
freight tracks are unrestricted
and 6. No operator is interested in it

There are "Some" Nimbys and Polititians who dont Support the West Shore
line though that is off topic as its NEW YORK CENTRAL not ERIE LACKAWANNA
Terrirtory. however you dont realize that RRs like CSX are also Fighting to
Keep Commuter Trains off thier FREIGHT RR something the NJ Cutoff doesnt
have to compete against as even IF the Morristown and Erie and Delaware
Lackawanna were to Run through Freight in the Future its not that many and Both
are owned by Pro Passenger People! but at this time thats not even part of
the plan
