You've caught me without a plethora of documents at hand. Currently in
west-central Indiana on business.
But, you are correct, the "against the current of traffic" order on EL was
known as a form D-R order. Examples shown in the EL rule books (of which
I have some for sale). In order to issue a Form D-R train order, the block
had to be "Clear" of all movements. The limits of the block were
specified in the D-R order.
More details may be had when I return home Friday evening.
