I have posted a few photos of my DL&W style signals that I have built for my HO layout.  As Paul Tupaczewski has already posted, I use the following parts:

  a.. Oregon Rail Supply heads and finials
  b.. 3/32 inch brass tubing for the mast
  c.. ISS ladder stock and platforms
  d.. Model Memories concrete bases
  e.. Red and yellow LEDs from Model Memories
  f.. White LEDs from Digi-Key stained blue-green with stain glass paint
As Paul mentioned, sand down the 3mm LEDs as much as possible to make the heads flat, glue in the ORS heads and use Micro-Mark clear glazing to make the lens.  I use the brass mast as the common and then use 30 gauge wire wrap wire to connect the LEDs to my plugs under the layout.  

The signals are mounted using a magnets so they are removable and don't break if knocked into.  Finally, my signal drivers are custom built using relays and diode circuits.  I have posted one of the circuits for one of the more complex heads, 36L, that was the westbound signal on track 1 on the cantilever bridge at Hopatcong.  It has a total of 16 different combinations of aspects depending on the detection block, position of the next turnout or crossover and the next signal's aspect.
