Only if we had a desire to operate them on Amtrak.  On non-Amtrak operations they have to meet FRA requirements and whatever restrictions the various railroads put on them.

Aside from HEP requirements the biggest requirement for Amtrak certification is a complete tear down of the trucks if they are over 40 years old.  Needless to say this is quite an expensive procedure.
