The running board (official term for "roofwalk") was deemed unnecessary by
the AAR for cars in interchange service around 1966. From then on, new cars
were built without them (unless required for access to rooftop loading
hatches), and RR's began to remove them from existing equipment (mostly
boxcars).

(I hadn't realized that they were already removing roofwalks by '71.  I
thought
that that came several years later).
