What would seem the most likely reason to me is unlike a diesel excursion, 
where they could just add another unit on the headend, the 2317 is only 
rated for so many tons on the grades on the line and unless they've rigged 
up an MU control box on the steam engine, adding a helper means another 
locomotive crew.   There also is the possibility that the runaround siding 
has a limited capacity, although this seems less likely to me.
