Pat,

Waverly was switched from Elmira. Look at the consist sheets, the Elmira
block had all the Waverly-LV cars.

This looks a lot like a local (going westbound?), and if so, that is quite
the long string of freight cars for industries between Binghamton and
Elmira.

Does anyone know if Waverly was switched from the Binghamton end or the
Elmira end?

 

If it's not a local (turn, wayfreight, drill, whatever), then it sure looks
underpowered, which doesn't seem to be typical of the EL in the Southern
Tier.
